Before we proceed it should be noted that you should determine the maximum sound level you’re comfortable with.

Step 1) Head to Settings > Music.

Step 2) Then underneath the Playback heading click Volume Limit.

Step 3) Using the slider, set a reasonable maximum volume. This limit will only be applied to the audio output when headphones are plugged in—not through the iOS device's built-in speakers.


Step 4) Next, head to Settings > General > Restrictions and enter your Restrictions passcode (don't confuse it with your iPhone passcode).

If this is the first time using restrictions, you will have to create a new, unique passcode. For this click on Enable Restrictions at the top and choose a four-digit passcode to prevent unwanted changes to Restrictions on your iOS 9.2.1 iPhone. 

Step 5) Scroll to the bottom of the screen and then click on the Volume Limit option.


Step 6) Lastly then select Don't Allow Changes. Now, when someone attempts to change the volume limit, the slider will be locked in place.

From now, after you have set the maximum level in Settings > Music when you drag iOS’s built-in volume slider or pres the physical volume buttons on your iOS 9 device the headphone volume couldn't be louder than the set limit level. Now you can be safe as the volume level you have set won't be dangerous for your hearing.
